I don't want to play anything at 30fps. Those numbers are also true if you plan on streaming at 720p with 60fps. If i had to choose between 1080p/60 and 4k/30, i guess it would just depend on the genre, but since i still have a 1080p tv in my bedroom, i guess i'd just go with that, since 60fps > 30fps for non turn based games.

I always play with vsync and as it turns out; I can underclock my monitor to 45hz via cru (goes all the way down to 40hz) and play at. Make sure you are watching this at 1080p or 720p on google chrome to see 60fps!

Of course if you want to crank up the bit rate then i would go with 1080p/30fps. 720p 60fps on a smaller display. The difference is that one is in general form, and the other comes with an additional feature.

Especially if the 60fps needs a higher bit rate to be consistently smooth. 720p 60fps for first person shooters, racers, fighters, typical stuff where it's more important to be frame perfect on (that are also my least played genres) 1080p 30fps for everything else like jrpgs & such, even action. 720p 60fps on a smaller display.
Personally I Would Say Going 30Fps And 1080P Is Better.more People Have 1080P Screens Then 720, So There Wouldn't Be An Upscaling Issue When Fullscreen.
For 1080p at 30fps, you can get away with as low as 3,500 kbps, but you’ll likely want to use 4,500 to 5,000 kbps. I prefer smoother animations, so 60fps is highly preferred. It will look a lot prettier, and watching a 60fps game on stream with a face cam and a personality is not necessary.
